Enugu State Governor, Peter Mbah, has sent an executive bill to the State House of Assembly seeking to amend the state’s Landlord and Tenant Law to address concerns over high rental costs and promote transparency in tenancy transactions.
The proposed legislation seeks to amend the Landlord and Tenant Law, Cap. 101, Revised Laws of Enugu State, 2004.
The development was disclosed by the Speaker of the House of Assembly, Uche Ugwu, in a statement posted on his verified Facebook page and obtained by DAILY GAZETTE.
According to Ugwu, the governor’s executive bill comes as the Assembly is already considering a similar proposal sponsored by the member representing Nkanu East State Constituency, Anthony Okey Mbah.
The Speaker disclosed that the lawmakers’ bill had passed through first and second readings, with a public hearing also conducted on the floor of the House.
He said the Assembly would ensure that the necessary legislative details were properly addressed to produce a law that would make tenancy-related charges more transparent and predictable.
The proposed reforms are expected to control and limit agency and legal fees, establish a formal regulatory framework for property agents, and provide a structured mechanism for the handling and refund of caution fees.
The legislation is also expected to reduce disputes over property damage through joint inventories and professional valuations where necessary, while introducing measures to check arbitrary rent increases.
Ugwu said the proposed law would also seek to create an enabling environment for investors in the housing sector.
“His Excellency, the Executive Governor of Enugu State, Dr. Peter Ndubuisi Mbah, sent an executive bill to amend the Landlord and Tenant Law, Cap. 101, Revised Laws of Enugu State, 2004, to the Enugu State House of Assembly,” the Speaker stated.
He added that the Assembly would work towards producing a comprehensive legal framework capable of addressing recurring challenges in landlord-tenant relationships.
The Speaker linked the proposed reforms to the governor’s broader ambition of positioning Enugu State as an attractive destination for business, investment, tourism and residential living.
“According to the Governor’s vision, indeed we can make Enugu the preferred destination for business, investment, tourism and living,” Ugwu said.
