Kayode-Laguda Wins APC Ticket To Fill Gbajabiamila’s Rep Seat

A public servant, Fuad Kayode-Laguda has emerged as the candidate of the All Progressives Congress (APC) for the Surulere 1 Constituency House of Representatives by-election.

This was confirmed on Saturday following his victory in the party’s primary election, which took place at the Teslim Balogun Stadium in Surulere, Lagos.

The by-election, scheduled for February 3, 2024, aims to fill the vacancy left by the former Speaker of the House of Representatives, Femi Gbajabiamila, who previously represented the constituency, before President Bola Tinubu appointed him as his Chief of Staff.

Laguda scored 30 votes to beat the other three contestants: Raheed Owokoniran, Lawal Kabir, and Manzu Jemila, who scored nil.

The election was conducted by a five-member committee chaired by Buba Yusuf, while Dapo Lam-Adesina served as secretary. (DT)

University Don Emerges APC Candidate For Ebonyi South Senatorial Bye-Eection

Anthony Okorie, a professor of Agricultural Extension Administration at the Federal University of Technology Owerri has emerged as the candidate of the All Progressives Congress (APC) for Ebonyi South Senatorial zone in the February 4 bye-election.

Prof. Okorie garned a total of 281 votes out of 285 accredited voters.

Announcing the result at Afikpo local government headquarters of Ebonyi State where the primary election took place, the returning officer, Dr Akin Awodeyi Akinsehinwe, said the election was peaceful.

“I was only sent by the national leadership of APC to conduct the primary and the level of the consciousness seen today shows that APC is a peaceful party and that is why the election was very free and fair,” he said.

Prof. Okorie hails from Onicha Local Government Area of the state.

His victory at the Saturday’s primary followed the successful harmonisation meeting where interested parties, stakeholders and aspirants met and supported him as the only candidate in the primary.

The meeting, held on Friday, was at the instance of the state Governor, Rt. Hon. Francis Nwifuru.
Ebonyi South senatorial bye election came duo to the resignation of Sen. David Umahi, a former governor of the state from the Senate to serve as Minister of Work.

Reacting, Okorie said his victory was a miracle and promised to bring agricultral ingenuity to the Senate if elected.

Transfer Of N585m Into Private Account Legal – Humanitarian Affairs Minister

The minister of humanitarian affairs and poverty alleviation, Dr. Betta Edu has said that the disbursed N585,198,500 into a personal account is legal and in line with extant civil service rules.

The minister stated this on Friday through her special adviser on media and publicity, Mr. Rasheed Zubair.

Edu had in a viral document which she personally signed and directed to the Office of the Accountant General of the Federation, ordered for the disbursement of the funds to one Oniyelu Bridget Mojisola.

The leaked document triggered mixed reactions among Nigerians, with many calling for the minister’s sacking

Zubair in a statement said the payment for the vulnerable group followed due process.

“It is glaring that the same sponsored disgruntled elements in the past few days have been trying to smear the Honourable Minister, Dr Betta Edu, and stain her integrity because she alerted the Federal Government attention to the ongoing N44.8 Billion Fraud in NSIPA.”

“The general public is invited to note that the Renewed Hope Grant for Vulnerable Groups is one of the social intervention schemes of the Federal Government, which the Ministry of Humanitarian Affairs and Poverty Alleviation is implementing.

“Oniyelu Bridget is the Project Accountant for GVG from the Department of Finance, and it is legal in civil service for a staff, the project accountant, to be paid and use the same funds legally and retire the same with all receipts and evidence after the project or programme is completed.”

Rivers: Teachers Protest Exclusion From Gov. Fubara’s N100,000 Christmas Bonus

Primary and secondary teachers from the government owned schools in Rivers State on Friday staged a peaceful protest at Port Harcourt, the State Capital, over their alleged exclusion from the N100,000 Christmas bonus approved for civil servants by the state Governor, Siminalayi Fubara.

The over 100 teachers said that other civil servants in the state had received theirs along with their December 2023 salaries, but wondered why they didn’t benefit from the bonus.

Governor Fubara had approved the ‘Christmas’ bonus for each civil servant in the state.

The aggrieved teachers who besieged the Government House, expressed displeasure about the development and called on the state government to intervene

One of the teachers simply identified as Oke said, “We were so happy when we heard that the governor approved a N100,000 Christmas bonus for all civil servants. So we assumed that the last Christmas was going to be very great for us.

“But as we speak today, this is January, a few of us as you can see, have not received the Christmas bonus.

“On Monday, schools will be resuming. Most of us travelled and we have returned.

“We have exhausted all we have. So we are here this morning to register our complaints to our dear loving governor to help us talk to those who are holding our Christmas bonus.

“Our N100,000 Christmas bonus should be released because it will go a long way in cushioning the effect of the hardship, especially in this January.”

An official of the government, who addressed the protesting teachers, commended them for their peaceful disposition and assured them that their complaints would be looked into.

Enugu PDP LG Chairmanship Aspirant Released By DSS

Chairmanship aspirant under the platform of the People’s Democratic Party, PDP, for Awgu local government area of Enugu state, Mr. Ugulu O. Ugulu, has been released by the department of state services, DSS.

Mr. Ugulu who was earlier detained by the Service alongside his son, Mr. Ebubechukwu Patrick Okafor, was released on Friday evening.

Enugu popular lawyer, Chief AOU Onyema had in a lettter dated January 2, 2024, addressed to the Enugu state director of DSS, prayed the Service to release the detained father and his son pending the outcome of their investigation.

Ondo: Remains Of Akeredolu Arrives Nigeria

The remains of late Governor Rotimi Akeredolu of Ondo state on Friday arrived in Nigeria from Germany.

Spokesperson of the late governor, Richard Olatunde announced this in his official X handle.

He said the plane conveying the body arrived at about 3:39 p.m.

Chief Mrs. Betty Anyanwu Akeredolu, the governor’s wife, her children, siblings and other well wishers welcomed him.

Lagos Assembly Passes 2024 Appropriation Bill Of N2.267trn Into Law

Lagos State House of Assembly on Friday passed a total of N2,267,976,120,869 as the 2024 budget of the state at a plenary session presided over by the Speaker, Rt. Hon. Mudashiru Obasa.

The budget, representing 58 percent Capital Expenditure and 42 percent Recurrent Expenditure, was approved following a unanimous voice vote by all the lawmakers present at the sitting.

“A bill for a law to authorise the issuance and appropriation of N952,430,566,998 from the Consolidated Revenue Fund for Recurrent Expenditure and N1,315,545,553,871 from Development Fund for Capital Expenditure thereby totaling a budget size of N2,267,976,120,869 for the year ending 31st December, 2024 be passed into law,” the Speaker had raised on the floor as the budget report was read a third time.

Obasa, thereafter, commended the lawmakers for their dedication and cooperation at ensuring quick passage of the Appropriation Bill while directing the Clerk of the House, Barr. Olalekan Onafeko, to forward a copy of the approved budget to Governor Babajide Sanwo-Olu for assent.

Hon. Sa’ad Olumoh, chairman of the joint-committee on Budget and Finance, had presented a report containing some recommendations to the House.

Among the recommendations is that the Public Works Corporation, the Water Corporation and the state-owned tertiary institutions be placed on first-line charge to enable them perform optimally.

Governor Sanwo-Olu had on Wednesday, December 13, 2023, presented the 2024 budget proposal of N2.246 trillion to the House of Assembly saying that the state anticipated internally generated revenue of N1.251 trillion and federal government allocations of N596.629 billion. (DT)

Enugu Assembly Weak, Worse Than Rubber Stamp

By June 2024, the Enugu 8th Assembly will be one year since it’s inauguration.

How can one assess the performance of the assembly so far?

Ndi Enugu had thought that since the era of one party assembly is gone, the lawmakers at least ought to have been ‘pro-people’ in the discharge of their legislative duties, but the parliament has accomplished very little and became almost an extension of the executive.

The manner with which the Assembly approved the governor’s loan requests, lack of rigour in screening nominees, improper oversight over government agencies, and the enabling of official profligacy amidst mass poverty in the land are implacable witnesses to its abysmal performance.

The current Enugu Assembly has forgotten that it is an independent arm of government with the role of exerting the sovereignty and overall interest of the people as the bedrock of democracy.

Through direct representation of the people, their primary functions are to represent the people, make laws and oversee the government through hearings and inquiries.

Where a governor wields enormous powers, the independence, rigour, and commitment of the legislature to ensure that the executive delivers dividends of democracy to the people must be given a special attention.

The ‘seven months old’ Enugu assembly fell short of the expectation of the people. Even though there are some upright, service-oriented individuals in the chamber, but they are in minority.

Screening of commissioners and other nominees by the assembly were mockeries of parliamentary practice.

The 8th assembly toed the repugnant path of ‘bow and go.’

Within seven months, Enugu Assembly approval of Governor Peter Mbah’s 170billion request without thorough scrutiny shows lack of concern for the people they represent.

The latest approval of the 2024 appropriation bill of
N521. 6 billion which the governor has signed into law with much dependence on Internally Generated Revenue further shows the insensitivity of the Enugu assembly.

The Assembly’s oversight function has been very poor, with MDAs carrying on with dodgy budgets and expenditures and poor service delivery unchecked by the parliament beyond headline.

Indolent?
The Assembly fell short of the expectations of Ndi Enugu.

FG Gave Us Palliative For Our Constituencies – Reps

Spokesman and Chairman, House Committee on Media and Publicity of the House of Representatives, Akin Rotimi has denied a report that members were given money as palliatives to their various constituencies.

This is why he confirmed that members were given palliatives by the Federal government through the Ministry of Agriculture to distribute in all constituencies across the country.

According to a statement signed in Abuja, Rotimi stated that no legislator has, nor will be given any money for palliatives, adding that the procurement process is
at different stages depending on the constituency.

“The House of Representatives is monitoring a trending topic on social media, relating to the distribution of palliatives by Honourable Members, and in line with our Legislative Agenda which promises responsive, timely, and accurate information, the People’s House considers it necessary to respond to Nigerians to clarify issues.

Suspended Ondo LG Chairmen Heads To Appeal Court

Newly sworn-in caretaker chairmen of the 18 local government chairmen and the 33 Local Council Development Areas of Ondo State, have approached the Court of Appeal to challenge the order of the state High Court stopping them from operating in the office.

Recall that an Ondo State High Court, sitting in Akure, the state capital, had recently stopped the inauguration of the 18 caretaker chairmen and the 33 chairmen of the newly created LCDAs.

The chairmen, in the appeal filed, sought ” an order setting aside the two rulings in respect of the motions on notice for setting aside/discharging the ex-parte of interim Injunction and for interlocutory injunction delivered by the Hon. Justice Yemi Fasanmi of the Ondo State High Court, Akure Division on the 21st day of December 2023 in Suit No: AK/390/2023 between Peoples Democratic Party vs Governor of Ondo state and three others.”

They also sought “an order granting the appellants’ Motion on Notice filed on the 7th day of December 2023 to set aside/discharge the ex-parte order of interim injunction which the trial court granted against the appellants on the 30th day of November 2023.

“An order that the substantive suit be heard before a Judge of the Ondo State High Court other than Hon. Justice Yemi Fasanmi.”

Recall that a circular signed by one Alonge Adewale, for the Permanent Secretary of the Ministry of Local Government and Chieftaincy Affairs, had directed the head of the local government administration to retrieve all the properties of the councils in the possession of the suspended chairmen.

The circular read, “It has come to the notice of the Ministry of Local Government and Chieftaincy Affairs that despite the suspension of all recently appointed Caretaker Committee members for Local Government and Local Council Development Areas in the state by a court of competent jurisdiction, some individuals in these former positions are still parading themselves in that posts.

”Consequently, I have been directed to request the Heads of Local Government Administration in all the LGAs/LCDAs to immediately assume responsibility as head of their respective Local Government Areas/ LCDAs in an acting capacity pending the resolution of all legal matters relating to this subject.

“Furthermore, I have also been asked to request all HOLGAs to retrieve without delay, all assets and properties of the LGAs/LCDAs with these former Caretaker Chairmen, Vice-Chairmen and other members and to safely keep them within their respective Local Government Areas and Local Council Development Areas.

However, the counsel of the appellants, Banji Ayenakin, has written to the ministry, informing it of the appeal filed by his clients against the court order.

The letter which was addressed to the office of the Permanent Secretary of ministry, read ” We are solicitors to the Caretaker Committee of the Local Government Areas and the Local Council Development Area in Onde State and on whose behalf the letter is caused to be written to you.

“Your letter dated 2nd of January 2024 with CMG/353/33 has been referred to us for our legal opinion and we have the directive of our clients to crave your indulgence to certain misconceptions and erroneous conclusion in the letter.

“Your letter under reference stated that despite the judgement of a court of competent jurisdiction, our clients are stili parading themselves as officers of their respective LGAs and LCDAs.

It added that “You are unaware of the extant position of things and that events have overtaken your conclusion. The office of the Attorney General of Onde State has appealed the judgement you referenced.

According to Ayenakin” The said office has applied to stay of proceeding of the judgment as well as stay of execution of the judgement.”
