Ebonyi Govt Approves N2 Billion Scholarship Fund For 597 Students

The Ebonyi State Executive Council has announced the approval of N2 billion for scholarships benefiting 597 students to pursue higher education in various Nigerian universities.

The decision was disclosed by the Commissioner for Information and State Orientation, Engr. Jude Chikadiba, during a press briefing following this week’s executive council meeting.

Chikadiba highlighted that the allocated funds will cover tuition fees, research grants, and living expenses for the scholarship recipients.

“The state executive council has approved the list of 597 successful candidates to study in Nigerian universities under the State Scholarship Board. A total of N2 billion has been earmarked for this purpose, encompassing all educational expenses necessary for the beneficiaries,” Chikadiba stated.

He emphasized the prudent management of the research funds, ensuring that they are disbursed directly to the universities along with tuition fees to prevent any misuse by the scholarship recipients.

IGP Denies Lobbying For Tenure Extension Amidst Proposed Police Act Amendment

Inspector General of Police (IGP) Kayode Egbetokun has firmly refuted claims that he has been lobbying the National Assembly to amend the Nigeria Police Act 2020 to extend his tenure and the years of service for police personnel.

In a statement released by Force Public Relations Officer, ACP Olumuyiwa Adejobi, it was clarified that the bill in question was originally introduced during the 8th Assembly but did not progress beyond the initial stages before that Assembly’s dissolution.

“It is standard legislative practice to review and update laws to align with current national realities,” Adejobi stated.

The proposed amendment aims to extend the years of service for police officers from 35 to 40 years and raise the age limit from 60 to 65 years.

Adejobi emphasized that the Nigeria Police Force is concerned about the spread of false information, especially the distorted reports by some online media outlets that allege IGP Egbetokun personally initiated the bill to extend his tenure.

“These misleading publications suggest that IGP Kayode Adeolu Egbetokun has invested significantly in lobbying lawmakers to facilitate the passage of this bill to prolong his tenure as the 22nd indigenous Inspector General of Police. This is categorically false,” Adejobi stated.

IGP Egbetokun condemned the actions of certain media outlets and their sponsors for spreading baseless accusations.

He highlighted that the intent behind any legislative amendments is to enhance the effectiveness and relevance of the law, not for personal benefit.

“To understand the true motivations behind this initiative, one needs only to look at the Inspector General of Police’s steadfast commitment to reforming the Nigeria Police Force. The Nigeria Police Force also reminded the public that the tenure of an Inspector General of Police is already set at four years, with only the President having the authority to remove an IGP before the completion of the tenure.

“Such misinformation not only misleads but also detracts from constructive dialogue and efforts towards meaningful police reform,” the statement said.

Court Adjourns Kano Emirship Tussle Hearing

A Kano State High Court has adjourned the hearing of an application in the ongoing Kano Emirship tussle case until July 4.

The case, brought forth by the Attorney General of Kano State, the Speaker of the Kano State House of Assembly, and the Kano State House of Assembly, involves a motion ex parte dated May 27.

Represented by their counsel, Ibrahim Isah-Wangida Esq, the applicants are seeking an order to prevent the 15th Emir, Aminu Ado-Bayero, and four other dethroned emirs from parading themselves as traditional rulers.

The emirs in question include Alhaji Nasiru Ado-Bayero (Bichi Emir), Dr. Ibrahim Abubakar ll (Emir of Karaye), Alhaji Kabiru Muhammad-Inuwa (Emir of Rano), and Alhaji Aliyu Ibrahim-Gaya (Emir of Gaya).

The respondents in the case also include the Inspector-General of Police, the Director of the State Security Service, the Nigeria Security and Civil Defence Corps, and the Nigerian Army.

During the hearing, counsel to the applicants, Mr. Eyitayo Fatogun SAN, informed the court that he had received five processes from the first respondent on July 1 at approximately 6:30 p.m.

He requested a 30-minute standdown to serve the respondents with their responses.

“My Lord, we received the respondent’s five processes yesterday evening, and we have filed all our responses. We urge the court to give us 30 minutes to stand down to enable us to serve the respondent with our responses,” Fatogun stated.

However, counsel to Ado-Bayero, Mr. Abdul Muhammed SAN, opposed the 30-minute standdown and requested an adjournment to allow time to reply and file all their applications.

Justice Amina Adamu-Aliyu subsequently adjourned the matter to July 4 for the hearing of all pending applications and originating motions.

Previously, on May 27, the court had granted an interim injunction order restraining the respondents from parading themselves as Emirs to maintain peace in Kano.

The State House of Assembly had dissolved all four newly created Emirate councils on May 23, and Governor Abba Kabir-Yusuf had reappointed Lamido Sanusi as the Emir of Kano.

The proposed Etiti State is to be carved out of the existing Abia, Anambra, Ebonyi, Enugu, and Imo states. It will comprise 11 local government areas drawn from these five states, with its headquarters at Lokpanta.

It proposes to change the word “36” to “37” to reflect the new state’s inclusion and to insert “Etiti” immediately after “Enugu” in the list of states.

Additionally, the bill aims to adjust the listing of local government areas by transferring the relevant 11 local governments from their current states to Etiti State.

Southeast: Bill For Creation Of Adada State Passes First Reading In The Senate

A bill proposing the creation of Adada State, championed by Senator Okey Ezea [LP, Enugu North], has successfully passed its first reading in the floor of the Nigerian Senate.

Titled the “Constitution of the Federal Republic of Nigeria, 1999 (Alteration) Bill, 2024 (SB. 482)”, the bill aims to amend Section 3(1) and the First Schedule, Part 1 of the Nigerian Constitution to establish Adada State.

This would increase the number of states in the South-East geopolitical zone to six, aligning it with the other regions of the country.

The push for Adada State traces back to 1983, when Engr. Isaiah Ani, the senator representing Nsukka senatorial zone during the Second Republic, first introduced a similar bill.

Supreme Court Upholds Dethronement Of Lagos Monarch

The Supreme Court has dismissed an appeal by Michael Onakoya challenging the Lagos Division of the Court of Appeal’s decision to uphold his dethronement as the king and Orijeru of Igbooye land, Epe.

In the case marked SC/CV/969/2024, Justice Adamu Jauro delivered the verdict, declaring the appeal incompetent due to being filed out of the prescribed time frame.

The judgment stated: “The court observed that the Notice of Appeal on page 442 of the record was filed on June 29, 2020, against the decision delivered by the Court of Appeal Lagos Division on March 26, 2020, which was beyond the time limit prescribed by Section 27 of the Supreme Court Act.

“Although learned Prof. Yusuf Ali (SAN) for the 7th respondent urged the court to hear the appeal, we do not deem it proper to hear an incompetent appeal.

“Consequently, the Notice of Appeal filed on June 29, 2020, in Appeal No. SC/969/2020 is incompetent, having been filed outside the time prescribed by Section 27 of the Supreme Court Act, and it is hereby struck out. Notice of appeal is hereby struck out.”

Previously, in March 2020, the Lagos Division of the Court of Appeal had affirmed the judgment of a Lagos High Court in Igbosere, which had dethroned Michael Onakoya as the traditional ruler of Igbooye land, Epe.

Unhappy with this decision, Onakoya approached the Court of Appeal seeking to overturn the lower court’s judgment delivered on April 19, 2016, by Justice Iyabo Kasali.

However, a three-man panel of the appellate court, comprising Justice Mohammad Lawal, presiding, Justice Ugochukwu Ogakwu, and Justice Jamilu Tukur, unanimously dismissed Onakoya’s appeal, ruling that it lacked merit.

The Supreme Court’s decision thus confirms the dethronement, reinforcing the lower courts’ rulings on the matter.

The South-East Governors’ Forum has announced plans to meet with President Bola Ahmed Tinubu to advocate for the release of Nnamdi Kanu, the leader of the Indigenous People of Biafra (IPOB).
