Chad’s new Prime Minister Allamaye Halina unveiled the first government since the end of three years of military rule, signaling a significant shift in the desert nation.

The announcement on Monday came after President Mahamat Idriss Deby Itno, who previously led the junta, was sworn in following a contentious election.

Key allies of President Deby retained their positions in the 35-member cabinet, as detailed in a decree read on public television.

The new government includes 23 ministers who served in the previous administration.

Halina’s appointment as Prime Minister followed the resignation of his predecessor, Succes Masra, who stepped down last Wednesday after losing in the presidential election.

Masra, an economist, had held the office for only four months, and none of the ministers from his Transformers party were included in the new cabinet.

President Deby secured 61 percent of the vote in the May 6 election, which international NGOs criticized for lacking credibility and fairness. Deby’s main rival dismissed the election as a “masquerade.”

Ahead of his inauguration, Deby declared a “return to constitutional order” and promised to be a president for all Chadians.

This follows his rise to power in April 2021, when he was named transitional president by a junta of 15 generals after the death of his father, President Idriss Deby Itno, who was killed by rebels after 30 years in power.

Military Reopens Banex Plaza After Week-Long Closure Amid Public Pressure

The popular Banex Plaza in Abuja’s Wuse 2 area has reopened after a week-long closure imposed by the military.

The plaza resumed operations around 2:30 PM on Monday, following public outcry and pressure from various quarters.

The military had sealed the market on May 18 after a violent altercation between traders and military personnel.

The conflict began when thugs attacked soldiers who had come to resolve a dispute involving a trader accused of selling a defective phone.

According to reports, the trader called in thugs instead of settling the matter amicably, leading to an assault on two soldiers and a civilian.

The thugs reportedly broke into groups, beating and kicking the soldiers.

Although the police intervened to manage the situation, soldiers later returned to the plaza, prompting an immediate shutdown of all business activities.

The military’s action drew significant criticism from human rights activists, including Senior Advocate of Nigeria Femi Falana, and various Civil Society Organisations.

They argued that while the trader’s actions were inappropriate, closing the entire plaza was an excessive response.

In response to the backlash, the military initially stated that the market would remain closed until those responsible for the attacks were identified and apprehended.

However, mounting pressure led to the decision to reopen the plaza, allowing traders to resume their businesses.

Benue Assembly Abolishes Life Pension Law For Ex-Governors, Deputies

The Benue State House of Assembly has repealed the controversial life pension law for former governors and their deputies.

This decision was made during a plenary session on Monday, reversing the law passed by the 9th Assembly in May 2023, just before their tenure ended.

The current 10th Assembly argued that the law, which provided extensive benefits to ex-governors and deputies, was not in the state’s best interest and labeled it as anti-people.

Members of the House unanimously supported the repeal after extensive discussion.

Speaker, Aondona Dajoh, confirmed the repeal of the “Bill for a law to repeal provision for the maintenance of former elected governors of the state and their deputies and for other matters connected thereto 2024.”

The previous law, championed by the former Speaker of the 9th Assembly, Engr. Titus Uba, and presented by Hon. Geoffrey Agbatse, included provisions for monthly pensions equivalent to the current salaries of serving governors and deputies, funded by the state’s consolidated revenue.

Key benefits outlined in the repealed law included:
– Monthly stipends equivalent to the salaries of the incumbent governor and deputy governor for life.
– Maintenance allowances of N25,000,000 for former governors and N15,000,000 for former deputy governors every four years.
– Procurement of two SUVs for former governors and one official car for former deputy governors.
– Provision of personal staff, including personal assistants, drivers, cleaners, and a cook for former governors, and similar, though fewer, staff for former deputy governors.
– Security details, yearly medical expenses, and vehicle replacements every four years.

Bayelsa Tribunal Upholds Diri’s Election, Dismisses APC Suit For Being Frivolous, Vague

The Bayelsa State Governorship Election Petition Tribunal has upheld the election of Governor Douye Diri, dismissing the petition filed by All Progressives Congress (APC) candidate, Timipre Sylva, as frivolous and lacking merit.

In a unanimous judgment delivered on Monday, the three-member panel led by Justice Adekunle Adeleye ruled against Sylva’s claims, stating that the petitioners failed to provide substantial evidence of electoral irregularities.

The panel highlighted that Sylva and the APC did not present any electoral materials to substantiate their allegations of non-compliance with electoral laws.

The tribunal noted that the petitioners could not meet the legal burden of proof required to challenge the election results.

Specifically, the panel pointed out that Sylva and the APC did not provide detailed evidence of non-compliance on a polling unit-by-polling unit basis, nor did they demonstrate how such alleged irregularities impacted the election outcome.

Additionally, the tribunal struck out as incompetent all supplementary evidence and witness statements submitted by the petitioners.

Sylva had contested the results of the November 11, 2023, governorship election, which saw the Independent National Electoral Commission (INEC) declare the Peoples Democratic Party (PDP) candidate, Governor Diri, the winner with 175,195 votes, compared to APC’s 110,108 votes.

Sylva also argued that INEC excluded results from the local governments of Southern Ijaw, Ogbia, and Nembe.

In response to the tribunal’s ruling, Governor Diri expressed gratitude to the judiciary for affirming his victory and respecting the will of the Bayelsa people.

He reiterated his commitment to serving the state without distraction.

Meanwhile, Sylva announced his intention to appeal the tribunal’s decision, stating that he remains confident in the Nigerian judicial system despite the tribunal’s ruling.

He plans to consult with key party stakeholders before proceeding to the Court of Appeal.

Court Orders Police To Evict Ado Bayero, Restrains Four Others From Parading Selves As Emirs

Kano state High Court on Monday issued an order restraining the recently dethroned Emir of Kano, Aminu Ado Bayero, alongside four other former emirs, from parading themselves as monarchs in the state.

The court’s decision came after hearing an ex parte motion, instructing all dethroned emirs to cease acting in their official capacities and to vacate their respective palaces immediately.

The court mandated the Nigeria Police Force to take control of the Emir of Kano’s palace, currently occupied by Ado Bayero, and ensure his prompt eviction.

The court’s ruling stated: “An order of interim injunction is hereby granted restraining the 1st, 2nd, 3rd, 4th & 5th Defendants either by themselves, servants, privies, and or any other persons or officers serving under them or acting in connection with any other person from parading themselves as Emirs of Kano, Bichi, Gaya, Rano, and Karaye pending the hearing and determination of the motion on notice filed by the Applicants.

“That an order is hereby granted directing the Commissioner of Police, Kano State, to immediately take over the palace of the Emir of Kano located at State Road, Kano, and evict the 1st Defendant/Respondent from the said palace pending the hearing and determination of the motion on notice dated 24th May, 2024.

“An order is hereby granted restraining the 1st, 2nd, 3rd, 4th & 5th Defendants from parading themselves as Emirs of Kano, Bichi, Gaya, Rano, and Karaye in the interest of peace in Kano pending the hearing and determination of the motion on notice.

Kano State Governor Abba Kabir Yusuf had previously directed the Nigeria Police Force to arrest Aminu Ado Bayero.

The directive was issued in a statement by Sanusi Bature Dawakin Tofa, the governor’s spokesperson.

The governor accused Ado Bayero of creating tension in the state and attempting to forcefully return to the palace after his dethronement.

Kano Govt Justifies Reinstatement Of Emir Sanusi, Insist It’s For State’s Interest

Kano State Government has asserted that the reinstatement of the deposed Emir of Kano, Alhaji Muhammadu Sanusi II, was executed in the best interest of the state.

Commissioner of Information, Baba Halilu Dantiye, issued a statement on Monday, addressing media reports of “exaggerated violent protests” linked to the recent dissolution of four emirates and the reinstatement of Sanusi.

He clarified that these incidents, involving small groups of individuals, do not represent the broader sentiment of Kano’s residents.

“In view of the current tense situation in the state, the need to allay the fears of the public following the reports, reassure them of government commitment in ensuring the protection of their lives and properties and set the record straight has become necessary to clarify the inaccuracies in the media reports and present the true situation on the ground,” the statement read.

Contrary to media portrayals, there have been no widespread violent protests.

The government acknowledged minor disturbances by “hired miscreants” but stressed that these did not reflect the overall situation. Dantiye accused these elements of attempting to destabilize the state for personal gain.

He reiterated that the decision to reinstate Sanusi and dissolve the emirates, made by Governor Abba Kabir Yusuf, was after careful consideration of the state’s best interests.

This move, he said, has been welcomed by a significant portion of the populace who see the long-term benefits of a unified emirate structure.

The statement also highlighted attempts by certain political actors to manipulate the situation and incite unrest, using media to spread false narratives.

“Their actions and those of their agents are not representative of the genuine feelings of the citizens of Kano State but are instead driven by selfish ulterior motives,” Dantiye noted.

The government assured that it remains committed to maintaining peace and stability, vowing to uphold law and order and protect citizens’ rights.

The public was urged to disregard sensationalized media reports and support government efforts to create a more unified state. The government also called on the media to practice responsible journalism by verifying facts before publishing potentially inflammatory content.

“Kano State government under the leadership of Abba Kabir Yusuf remains committed to the progress and development of the state and call on all citizens to join hands in this regard,” the statement concluded.

Kogi Tribunal Dismisses SDP’s Petition For Lacking In Merit, Upholds Ododo’s Victory

The Kogi State Governorship Election Petition Tribunal in Abuja has upheld the election of Governor Usman Ododo of the All Progressives Congress (APC) in the November 11, 2023, gubernatorial poll.

On Monday, a three-member panel led by Justice Ado Birnin-Kudu dismissed the petition filed by the Social Democratic Party (SDP) and its candidate, Murtala Ajaka, citing lack of merit.

The tribunal found that the petitioners failed to substantiate their claims of over-voting and non-compliance with the Electoral Act of 2022.

The panel ruled unanimously that the evidence presented by the petitioners’ witnesses was inconsistent and therefore unreliable.

Furthermore, the tribunal agreed with the respondents that allegations of forgery brought up in the petition were pre-election issues that should have been addressed within 14 days of the documents being submitted to the Independent National Electoral Commission (INEC).

During the November 11, 2023, off-cycle election, Ododo of the APC secured a decisive victory over his closest rival, Ajaka of the SDP.

Dissatisfied with the result, Ajaka lodged a petition challenging the election outcome.

The tribunal proceedings began in December 2023, culminating in the final written addresses by the parties involved on May 13. INEC, Governor Ododo, and the APC argued for the dismissal of Ajaka and the SDP’s petition, citing incompetence and lack of merit.

Represented by their legal counsel—Chief Kanu Agabi, SAN; Joseph Daudu, SAN; and Emmanuel Ukala, SAN—the respondents maintained that the petition did not hold substance.

In contrast, Ajaka’s lawyer, Pius Akubo, SAN, urged the tribunal to reject the respondents’ arguments and uphold the petition.

Ultimately, the tribunal sided with the respondents, affirming Governor Ododo’s election and dismissing the petition from the SDP and Murtala Ajaka.

Violence Erupts At LP Secretariat As Anti-Abure Protesters Clash With Thugs

A violent clash erupted at the Labour Party (LP) Secretariat when a mob, suspected to be thugs loyal to the National Chairman, Julius Abure, attacked protesters from the Edo State chapter who were demanding Abure’s removal.

The confrontation began as the anti-Abure protesters arrived at the party headquarters in several vehicles, holding placards and chanting slogans.
