Court Restrains Rivers State Govt From Withholding Local Government Allocations

Federal High Court sitting in Abuja has issued an interim order restraining the Rivers State Government from withholding financial allocations meant for the 42 Local Government Areas (LGAs) in the state.

The ruling, delivered by Justice James Omotosho, comes as a response to a suit filed by LGA Chairmen and nine others, seeking relief from alleged interference in their operations.

Justice Omotosho’s ruling also directs all parties involved to maintain the status quo until the court reaches a final determination on the matter.

Additionally, it prohibits the Inspector General of Police (IGP), Police Commissioner in Rivers, Director General of the State Security Service (SSS), and its Director from withdrawing security personnel assigned to the LG Chairmen pending the resolution of the case.

The court’s decision follows an ex-parte application presented by the plaintiffs’ lawyer, Mr. Aliyu Hussein, emphasizing the need to ensure the LG Chairmen can fulfill their duties without hindrance.

The plaintiffs argue that they were duly elected under the Rivers State Local Government Law and have the right to autonomy in governing their respective areas.

The plaintiffs allege that the Rivers State Government, along with the Attorney General and Commissioner for Finance, sought to withhold revenue accruing to the LGAs and attempted to withdraw security services provided to them.

They claim this interference is aimed at frustrating the implementation of newly amended local government laws.

Dr. Chidi LLoyd, Chairman of Emohua Local Government and one of the plaintiffs, asserted in an affidavit that the LG Chairmen are constitutionally recognized and deserve autonomy in their operations.

They argue that any attempt to undermine their authority would disrupt governance and service delivery at the local level.

In response, Justice Omotosho ordered all parties to maintain the status quo and refrain from taking actions that could undermine the pending motion for interlocutory injunction. The court scheduled a hearing for May 2, 2024, to further address the matter and provide an opportunity for all parties to present their arguments.

The plaintiffs in the case represent various LGAs across Rivers State, highlighting the widespread concern among local government officials regarding alleged government interference and the need to uphold the rule of law at the grassroots level.

Video: Enugu Community Protests Proposed Produce City, Urges State Government Intervention

In a display of resistance, women from Eha-Amufu in Isiuzo council area of Enugu state on Thursday took to the streets to protest the proposed establishment of a Produce City in their community, calling on the Enugu State Government to prioritize the resettlement of displaced persons instead.

Voicing their grievances, the protesting women, many of whom are widows who have tragically lost their husbands to herdsmen attacks, expressed deep concern over the government’s plans to implement the Produce City project in Eha-Amufu against the wishes of the people.

Emphasizing the urgent need for compassion, empathy, and humanitarian assistance, the women argued that what Eha-Amufu truly requires is support to help rebuild and resettle those who have been displaced by violence.

Former Ondo State Deputy Governor, Ajayi Agboola, has clinched the Peoples Democratic Party’s (PDP) ticket for the forthcoming November governorship election in the state.

North Central APC Stakeholders Call For Ganduje’s Resignation

A group of stakeholders within the All Progressives Congress (APC) representing the North Central zone has submitted a letter to the National Working Committee (NWC) urging the resignation of Dr. Abdullahi Umar Ganduje, the party’s national chairman.

The letter, titled “Vote of No Confidence and Request for the Removal of Dr. Abdullahi Umar Ganduje from Office as National Chairman of the APC,” was signed by Mohammed Mahmud Saba and obtained by our correspondent on Thursday.

In light of the recent turmoil surrounding Ganduje’s purported suspension, North Central APC members have intensified their calls to “retain” the leadership slot within the party.

The correspondence, copied to President Bola Ahmed Tinubu, Vice President Kashim Shettima, and Secretary to the Government of the Federation (SGF) Senator George Akume, highlights a stark contrast with the vote of confidence passed by APC state chairmen in favor of Ganduje on Tuesday.

Mahmud Saba emphasized that unlike the state chairmen’s stance, the North Central populace has expressed a vote of no confidence in Ganduje’s leadership, demanding his immediate resignation.

Saba further argued that Ganduje’s ascendancy to the national chairmanship position contradicted the principles outlined in the APC constitution, as it “betrayed” the North Central region, which was rightfully positioned to retain the office following Senator Abdullahi Adamu’s removal.

Th letter reads in part, “We the North Central APC Concerned Stakeholders have resolved to unanimously agitate for our right and reclaim our mandate which was handed unto us by the National Convention of our great party the APC in 2022.

“Various sections of our constitution have clearly established the procedure of replacing an Executive member at all levels of the party in an event of death, resignation, incapacitation or expulsion from party by any executive member.

“This singular act has impacted negatively on us as a people in the North Central, we feel betrayed and spited because we gave His Excellency, President Bola Ahmed Tinubu GCFR the third highest votes after North West and South West in the country which put us on better position to enjoy the fruit of our labour.

“The North West where Ganduje comes from has the Speaker and Deputy Senate President zoned to them, the North East have Vice president and Deputy National chairman North, but the North Central which has only the SGF appointed from the zone should naturally produce the National Chairman of the party.

“We therefor make the following demands;
That Dr. Umar Ganduje resigns immediately and stop parading himself as the National Chairman of our great party. That the zoning arrangements made by the National Convention in 2022 which zoned the office of the National Chairman to the North Central be respected by the NEC and all other organs of the party.”
