Former Kano State Governor, Ganduje Under Investigation By Anti Graft Agency

The Kano State Public Complaints and Anti-Corruption Commission (PCACC) has formally launched an investigation against former governor of the state, Abdullahi Umar Ganduje over the alleged bribery videos.

The chairman of the commission, Muhuyi Magaji Rimingado revealed this on Tuesday in a press conference while confirming the arrest of a former commissioner of the state, Engineer Idris Wada Saleh over an alleged N1billion fraud.

The anti-graft boss had while appearing on a Trust TV programme penultimate week vowed to reopen the investigation against Ganduje over the controversial videos allegedly showing the ex-governor stuffing the pocket of his free flowing dress with wads of US dollar bills allegedly received as kickbacks from contractors, an allegation the ex-governor has vehemently denied.

Rimingado, however, revealed that the commission has formally commenced the investigation and that it has received and is currently analysing the forensic reports on the videos.

“We have formally reopened the investigation and we have made several inroads. There is no extant court order barring us from the steps we are taking, which is investigation contrary to what some people want the public to believe,” he said.

He also revealed that the commission has written a letter to the Economic and Financial Crimes Commission (EFCC) to seek partnership in the investigation and possible prosecution of the former governor and while it has not receive any feedback from the EFCC, the state anti-graft commission will continue with its investigation and welcome the EFCC and other investigating agencies should they decide to collaborate with it.

On the arrested former commissioner, the anti-graft boss said its preliminary investigation has monumental fraud to the tune N1billion on the guise of repairing some metropolitan roads few weeks to the end of the past administration.

He said the ex-commissioner, who was also Managing Director, Kano Road Maintenance Agency (KARMA) was arrested alongside the Permanent Secretary, Bureau of Public Procurement (BPP), Mustapha Madaki Huguma as well as the director of finance, director of research and planning of the Bureau late Monday.

He said the money in question was said to have been withdrawn in three tranches, paid into account of three companies on April 25th and that the civil servants arrested alongside the ex-commissioner have allegedly made confessional statement confirming that they were pressured by the ex-commissioner to approve the release of the funds despite being skeptical of the legality of the process.

“The Due Process office said the certificate of no objection was issued because Kano Road Maintenance Agency said the rehabilitation of the roads would be carried out through direct labour but the papers submitted read otherwise,” he said.

Meanwhile, a Chief Magistrates’ Court sitting in Kano has ordered the remand of the former commissioner in the custody of the anti-graft Commission for 12 days pending the conclusion of investigation.

He was brought before the court Tuesday evening on a two-count charge bordering on false information and cheating.

The prosecutor, Salisu Tahir, an Assistant Director at PCACC, told the court that sometimes in 2023 the defendant released the sum of N1 billion to Arafat Construction Company, No Stone Construction Company and Multi Resources to rehabilitate 30 roads in the metropolis that were not carried out. He applied for the remand of the accused person for 14 days.

But the defendant pleaded not guilty to the charge.

The defence counsel, Mustapha Idris, urged the court to grant the defendant bail pursuant to section 35(6) and 36(5) of 1999 Constitution of the Federal Republic of Nigeria as amended.

But ruling, the Chief Magistrate, Tijjani Sale-Minjibir, ordered the remand of the defendant in PCACC custody for 12 days and ordered that he be put under good condition.

He adjourned the matter until July 14 for ruling on the bail application.

Court Upholds Ukaegbu As Labour Party Candidate For Imo Governorship Race

A Federal High Court sitting in Owerri, has affirmed Chief Ukaegbu Ikechukwu Joseph as the Labour Party (LP) gubernatorial candidate for the 2023 Governorship Election in Imo State.

The judge, Justice B. O Quadri said Chief Ukaegbu is the valid candidate of the Labour Party and the primary election held on April 16, 2023, was legitimate.

The plaintiff, Basil Maduka, had claimed that the primary election took place on April 15, 2023, but Justice Quadri found no merit in this assertion.

The court determined that Basil Maduka, the plaintiff, did not participate in the party’s primary election and therefore lacked the standing to bring the case against the defendant.

Consequently, Justice Quadri ordered the Independent National Electoral Commission (INEC) to publish Chief Ukaegbu Ikechukwu Joseph’s name as the authentic Gubernatorial Candidate of the Labour Party (LP) for the 2023 Governorship Election in Imo State.

Previous ruling had established that Julius Abure was suspended by the FCT High Court. Any primary, screening, or party activities conducted by Abure were deemed non-existent.

As a result, Lamidi Apapa was declared the authentic Acting National Chairman. This ruling further solidifies the validity of the April 16, 2023 primary, affirming Ikechukwu Joseph Ukaegbu as the legitimate candidate of the Labour Party (LP) for the November 11, 2023 election in Imo State.

Geometric Power To Commence Electricity Generation In Two Months – Prof. Nnaji

In a swift bid to solve power failure in Southeast, US trained Professor of Engineering who doubled as Nigeria’s former Minister of Power and Chairman, Geometric Power Group, Prof. Bart Nnaji says the 188 megawatt Power plant in Osisioma Industrial Layout Abia State, will commence generation of electricity within two months.

Starting with one of its three General Electric brand turbines, the second will come on stream once the performance of the first turbine is declared satisfactory by the team of engineers led by KS Energy of Turkey and Engineer Ben Caven, MD of Geometric Power Aba Limited, and a former executive director of the National Electric Power Authority (NEPA) reputed to be the only person to have run the generation, engineering and transmission divisions of the state-owned utility.

“The generation of electicity from the Geometric Power plant will be a game changer in the socioeconomic development of not just Aba city but nine out of the 17 local government areas in Abia State serviced by Aba Power, a member of Geometric group”, Nnaji declared today to wildly cheering participants at the First African Continental Free Trade Area (AfCFTA) Market Opportunities Conference holding at the Technology Incubation Centre in Aba, organised by the Continental Export Import (CONEX) Ltd.

“We have completed building four brand new power substations and refurbishing three substations inherited from the Power Holding Company of Nigeria (PHCN), in addition to providing thousands of kilometres of cables and wires, as well as world-class tubular poles available in only highly industrialised cities such as Tokyo in Japan and San Francisco in California.

“All that remains now is to provide fuel or gas to the Geometric Power plant through the 27-kilometre gas pipeline from Owaza in Ukwa West LGA in Abia State to the Osisioma Industrial Layout on the Aba outskirts.

“Oilserv, Nigeria’s foremost indigenous gas pipeline builder, is doing a good job”.

Professor Nnaji, also a former Minister of Science and Technology who held the title of Distinguished Professor of Engineering in the United States, disclosed that though work has been completed on the seven substations, thousands of kms of wires as well as tubular poles, the power infrastructure will be put in use only when the Geometric Power plant becomes operational.

The plant commissioning, he added, would bring about a dramatic improvement in not power supply but also its quality.

“The Aba Integrated Power Project is the only electricity company in Nigeria that generates and also distributes power”.

He disclosed that he chose to cite Geometric Power to catalyse Aba’s development as the headquarters of indigenous technology and manufacturing, noting that with “constant, quality and affordable electricity soon, the cost of doing business in Abia State will reduce significantly and this will, in turn, impact on the national economy”.

He advised Aba business people to embrace the African Continental Free Trade Area, as it will elminate multiple taxes by various local and state governments as well as the Federal Government.

Nnaji commended Aba businesses for excelling in textiles, leather products and metals which need large export markets.

Other participants in the two-day conference which will end tomorrow include the Nigerian Export Promotion Council, the Nigerian Shippers Council, United Bank for Africa, and the African Export Import Bank (AFREXIM Bank).

FG Reveals Why Workers Are Yet To Receive June Salary

The Federal Government has blamed some technical challenges for the delay in the payment of June salary to some government workers.

Director of Press, Office of the Accountant-General of the Federation (OAGF), Bawa Mokwa, made this known on Wednesday.

He said the Office is working round the clock to ensure that the problem is resolved.

Mokwa said the delay was caused by technical challenges with the Government Integrated Financial Management System (GIFMIS), one of the salary platforms.

“As we speak, the directors and the consultant in charge of the platforms are in a crucial meeting, working round the clock to resolve the problem.
“Anytime from now, the salaries will start to drop.”

Meanwhile, some civil servants in Abuja have been lamenting delay in the payment of June salaries.

A civil servant, Uloma Offor, who said the salary is overdue, said: “I depend on this monthly salary to survive; I pay my debts and buy food items, but with the delay all these are not possible.

“I plead with the Federal Government to pay up so I can restock my home, my children are crying at home.”

Another civil servant, Jones Tolu, said the delay in the payment of salary, coupled with the removal of petrol subsidy, has made life difficult for the masses.

He said: “My friends in some parastatal and ministries received their June salaries, but not all of them.

“My children cannot go to school because I have outstanding payment to make and their examination comes up soon.

“The government is not even saying anything. They should take urgent steps to address the situation so that civil servants can meet their financial needs.”

On his part, a trader in Wuse market, Ibrahim Umar, said he experienced low patronage over the delay in payment of salary to workers.

“The market has been experiencing low patronage in recent times, and this is connected to the delay in payment of June salary to civil servants,” Umar said.

Ejikeme Mmesoma: Fmr Education Minister, Dr. Ezekwesili Insist Jamb Has Questions To Answer

Former Minister of Education, Dr. Oby Ezekwesili, is insisting that an independent technology investigation should be instituted into the Joint Admissions and Matriculation Board (JAMB) following the controversial result of a 19-year-old student, Mmesoma Ejikeme.

This is despite the new position of the student that she actually scored 249 as against the 362 that she was parading.

Ezekwesili had joined those who made critical comments about JAMB in the heat of the controversy.

In fresh tweets on Wednesday, the former minister, who said JAMB Registrar, Professor Ishaq Oloyede tried to reach out to him from Namibia, raised many issues which she said should be probed.

Dr. Ezekwesili

The ex-minister said a detailed systems check should be done which is very crucial in situations like that of Mmesoma and JAMB, adding that a probe is needed to reveal the nature of the interface between the examination body’s system/database and the Center where the teenager sat for the exam.

“I am interested in having a number of questions answered by the Exam Body to clarify the confusion in the public space on the JAMB-Mmesoma Saga.”

“Professor Ishaq Oloyede, the Registrar of @JAMBHQ did reach out back from Namibia but his call dropped. My call for an Independent Technology Investigation still stands.

“I am interested in having a number of questions answered by the Exam Body to clarify the confusion in the public space on the JAMB-Mmesoma Saga.”

Raising a number of areas to be examined, Ezekwesili said, “What really are the facts of the action that produced the Result-Slip that Mmesoma is insisting she received? Can the Public be availed the User-Journey of Mmesoma?

“Is this kind of a tech-enabled double-result unique to her or experienced by any other candidates of JAMB exams? Is a Comprehensive Systems Check not key for JAMB in situations like this and has such been done? What is the nature of interface between the JAMB system/database and the Center where she sat for her exam as well as results verification?

“Could this case not help JAMB trace any issues that can impair its systems and architecture for Exam Integrity?”

She expressed her pleasure over the matter as Nigerians are eagerly interested in how the whole thing is panning out.

“I am glad that the public is invested in knowing the truth on this saga because Exam Integrity is core to a global trust of countries and their citizens by others and widely publicized cases like this should be Learning Opportunity for all, including the Exam Body.

“I reiterate that an Independent Technology Investigation is critical for helping us all know the Truth of this case including the role of all the parties involved so that the right and just redressing can be made. Trust in our public institutions like @JAMBHQ that record the facts of individual effort and performance is key for our country.

“Therefore for all reasonable citizens, this matter is rightly important that it be resolved appropriately,” Ezekwesili said.
