Alleged Fraud: Code Of Conduct Bureau Writes Tinubu’s Ministerial Nominee, Demands Bank Statements, Others

The Code of Conduct Bureau (CCB) has written President Bola Tinubu’s ministerial nominee and a former Executive Director of Nigeria Export-Import Bank (NEXIM), Stella Okotete, demanding her pay slips from 2019 to date.

The CCB in a letter addressed to her, with Ref:CCB/HQ/II&M/007/NB/099, and signed by the Director, Intelligence & Monitoring (II&M) Dr. Gwimi S. P, for the Chairman, said the Bureau was currently investigating a case of alleged breach of Code of Conduct for Public Officers against her office.

Titled: “Investigation activities: request for formation “Alleged breach of Code of Conduct for a public officer,” the Bureau stated that the request was made pursuant to her mandate and powers as enshrined in the 3rd Schedule, Part 1, Paragraph 3(e) to the 1999 Constitution of the Federal Republic of Nigeria as amended; Section 137 (a) and (b) and 138 (a) and (b) Panel Code Laws of the Federation of Nigeria 1990 and section 104 of Evidence Act 2011.

It partly read: “In view of the foregoing, you are requested to furnish the Bureau with the Certified True Copies (CTC) of the following documents:
“Copies of your letters of Appointment, Promotion Letters, Record of Service, and Payslips from 2019 till date. All lists of Loan processed and approved under you
“Acknowledgement slips of all Assets Declaration made to Code of Conduct Bureau since you joined the Public Service.

“All documents of your buildings and landed properties both developed and underdeveloped in Nigeria and abroad. Bank Account Statements of all your personal bank accounts from January 2019 to date.”
The letter is dated March 21, 2023.

Nigeria Police Force had on Friday ordered a discreet investigation of former Executive Director of NEXIM, Okotete over falsification of the document.

The investigation order followed a petition by Barrister Aare Oladotun Hassan Esq of Juryman Associate Chambers against Stella Erhuvwuoghene Okotete to the Inspector General of Police, Kayode Egbetokun, over alleged falsification of documents, fraudulent misrepresentation of qualification to hold Central Bank of Nigeria (CBN’s) statutory position, corrupt practice, monumental fraud, and misappropriation.

“Re: Case of Criminal Conspiracy, Offence to Wit: Falsification of Documents, Fraudulent Misrepresentation of Qualification to Hold CBN’S Statutory Position, Corrupt Practice, Monumental Fraud and Misappropriation,” the police authorities ordered for discreet investigation of the allegations.

Tribunal Affirms Victory Of Another LP Lawmaker

The National Assembly Election Petition Tribunal sitting in Kaduna, Friday, dismissed the petition brought by the Peoples Democratic Party (PDP) House of Representatives Candidate for Kaura Federal Constituency, Kaduna State, Rt Hon Gideon Gwani, seeking to invalidate the election of his Labour Party (LP) counterpart, Hon Donatus Mathew.

Donatus, a former Okada rider was returned elected in the House of Representatives election conducted on February 25th, 2023 by the Independent National Electoral Commission (INEC).

Not satisfied with the outcome of the election, Gideon Gwani, who was the Minority whip at the 9th Assembly in the House of Representatives, filed a petition at the tribunal seeking to invalidate Donatus’s victory.

Delivering judgment in the matter, Friday, Justice F.A. Fiberesima who was a member of a three-man panel that heard the petition, dismissed the case and awarded N1.6 million to Donatus.

Fielding questions from Reporters, counsel to the respondent, Mr. Zakari Sogfa, said two prayers were brought by the petitioner.

“The first prayer was that the Respondent, Hon Donatus was not qualified to contest the election that produced him as the party’s flag bearer for Kaura Federal Constituency on the ground that he was not sponsored by his political party and the other prayer was that there were electoral malpractices in five areas.

“But delivering the judgment the two prayers were struck out by the Tribunal for lack of merit.

“The Tribunal further ruled that Gwani did not have the right to determine to a political party who should sponsor its candidate other than who should fly its flag and how it should go with its elections,” he said.

Speaking further, Sogfa said the council couldn’t have nullified the election as prayed, adding that such would amount to interfering in political party affairs, “more so when the issue canvassed was a pre-election matter”.

Ekweremadu’s Son, Sullivan Chime’s Daughter Makes Enugu Commissioners’ List

… Chimaroke and Ugwuanyi’s loyalists excluded 

First son of Senator Ike Ekweremadu, Barr. Lloyd Ekweremadu has been appointed as one of the 15 commissioner-nominees by Governor Peter Mbah of Enugu State.

The list also includes Ada Chukwu, the daughter of ex-governor Sullivan Chime.

The nominations were sent to the state House of Assembly and were read on the House floor by the Speaker, Uche Ugwu.

The list, signed by the Secretary to the State Government, Prof. Chidiebere Onyia, also includes veteran broadcaster, Aka Eze Aka, Prof. Ndubueze Mba, Mrs. Ngozi Eni, Prof. Sam Ugwu, Chika Ugwoke, and Dr. Kingsley Ude.

Former commissioners; Prof. Emmanuel Obi and Deacon Okey Ogbodo are on the list too, alongside Mrs. Ugochi Madueke, Dr. Malachy Agbo, Gerrald Otiji, Nathaniel Urama, and Prince Lawrence Ezeh.

Onyia, in the letter, clarified that the list might not be complete and requested the Assembly’s swift consideration.

Looking at the list, non of the loyalists to the immediate past governor of the state, Ifeanyi Ugwuanyi and Senator Chimaroke Nnamani were considered as commissioners.

Some stakeholders are of the opinion that since Governor Mbah compensated Senator Ike Ekweremadu and Former Governor Sullivan by enlisting their children as commissioners, he should done same for Ifeanyi Ugwuanyi and Senator Chimaroke Nnamani.

A PDP stalwart who spoke to Daily Gazette on the condition of anonymity said “Same Ugwuanyi who became an enemy of his people for backing Nkanu and Peter Mbah to pick the PDP ticket.”

“Senator Chimaroke Nnamani fell out with so many people because he supported Mbah to emerge the candidate of PDP”

“When it is time to defend Chimaroke Nnamani, his boys will keep quiet.”

“Sycophants everywhere, cos they want appointments from Peter Mbah. No one wants to speak out against this injustice.” He concluded.

INEC Raises Alarm Over Violence In Bayelsa, Imo, Kogi

Ahead of the November 11 governorship elections in Bayelsa, Imo and Kogi states, the Independent National Electoral Commission (INEC) has expressed concern over the cycle of violence witnessed in the states.

The Chairman, Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, raised the alarm on Friday in Abuja at the meeting of the Inter-Agency Consultative Committee on Election Security (ICCES) on the review of the 2023 general elections.

The National Security Adviser (NSA) and Co-Chair of ICCES, Mallam Nuhu Ribadu, and the Acting Inspector General of Police, Kayode Egbetokun, attended the meeting.

“We should draw lessons from the challenges that occurred for improved performance not only in the next general election but also in the bye-elections, the eight off-cycle governorship elections and other electoral activities to be held over the next three years.

“As we review the conduct of the last general election, we also need to focus our attention on the forthcoming bye-elections and the three off-cycle governorship elections in Bayelsa, Imo and Kogi States. Campaigns in public in the three states commenced on 14th July 2023 and will continue until Thursday 9th November 2023 i.e. 24 hours to the opening of polls on Saturday 11th November 2023.

“Already, there are ominous signs in the form of violent clashes between opposing political parties and candidates. While maintaining strict neutrality, security agencies should take decisive action against purveyors of violence and other undemocratic activities such as vote buying, attacks on election officials and disruption of the electoral process,” Yakubu said.

However, the National Security Adviser (NSA), Mallam Nuhu Ribadu, promised unalloyed support to make every election in the country peaceful while thanking INEC for the peaceful conduct of the 2023 elections.

“What INEC is doing especially on the technologies put in place, will bring the credibility of future elections and stabilise democracy in Nigeria,” Ribadu said.

Ekpa Denies Report Of Nnamdi Kanu’s Letter, Label It ‘Fake’

Simon Ekpa, a popular Biafra agitator and separatist, has asked the Igbo to disregard reports making the rounds on a purported letter from the leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu.

Ekpa, the Finland-based lawyer and self-acclaimed Prime Minister of the Biafra Republic Government, disclosed this on Friday.

Daily Gazette recalls that some reports claimed Kanu directed Ekpa to stop the criticism of southeast governors.

Ekpa, however, said the letter was fake and untrue.

According to him, the letter is from mischief-makers who do not want Biafra’s liberation.

Reiterating his call for the release of Kanu to ensure lasting peace in the southeast, he said: “Our attention has been drawn to the fake letter from the pit of hell being paraded by Nigerian media claiming that Mazi Nnamdi Kanu wrote a letter. It is not only a joke but an insult taken too far that the leader of the Indigenous People Of Biafra is being misrepresented in this way. As the Prime Minister of Biafra under the leadership of Mazi Nnamdi Kanu, I call on all Biafrans to disregard the fake letter coming from DSS.”

Coup: Niger Military Chief Finally Declares Self As Head Of Govt

Head of Niger’s presidential guard, Abdourahmane Tchiani, has named himself as head of a transitional government, two days after his unit overthrew democratically elected President, Mohamed Bazoum.

Tchiani made the announcement on Friday on the state television, saying he was the “president of the National Council for the Safeguard of the Homeland”.

The 62-year-old general also said the intervention had been necessary to avoid “the gradual and inevitable demise” of the country, Al Jazeera reports.

He said that while Bazoum had sought to convince people that “all is going well… the harsh reality (is) a pile of dead, displaced, humiliation and frustration”.

“The security approach today has not brought security to the country despite heavy sacrifices,” Tchiani said.

There was no mention of a timeline for return to civilian leadership.

Tchiani who was drafted to lead the elite unit in 2015, is from Niger’s western region of Tillaberi, a main recruitment area for the army. He remains a close ally of former President Mahamadou Issoufou – the politician who led the country until 2021.

The general reportedly led the resistance to a thwarted coup attempt in March 2021, when a military unit tried to seize the presidential palace days before Bazoum, who had just been elected, was due to be sworn in.

On Wednesday, Tchiani’s unit detained Bazoum in the presidential palace in the capital, Niamey, provoking a flurry of condemnation from leaders within Africa and beyond. It remains unclear where Bazoum is or if he is still being detained.

Colonel Amadou Abdramane, spokesperson of the Nigerien army, had said on state TV on Wednesday that security forces had decided to “put an end to the regime that you know due to the deteriorating security situation and bad governance”.

Abdramane said Niger’s borders are closed, a nationwide curfew declared, and all institutions of the republic are suspended. The soldiers warned against any foreign intervention, adding that they would respect Bazoum’s wellbeing.

Hours later, a defiant Bazoum had said the country’s “hard-won gains” in establishing democracy would be protected.

“All Nigeriens who love democracy and freedom would want this,” he said early on Thursday on the social platform X, formerly known as Twitter.

The coup is the fifth successful one in the landlocked country since it gained independence from France.

But it was also the fifth – after two apiece in Burkina Faso and Mali – in West Africa in three years, resurrecting the moniker “coup belt” for the region amid fears of implications for the security of the greater Sahel, one of the world’s most unstable areas in recent years.

Subsidy Removal: Organised Labour Walks Out Of Villa Meeting, Accuse FG Of Deceiving Nigerians

The organised labour on Friday walked out of a scheduled meeting of the Presidential Steering Committee on subsidy palliatives at the Aso Rock Presidential Villa, Abuja.

Joe Ajaero, President of the Nigeria Labour Congress (NLC), had led his delegation to the Chief of Staff’s office, venue of the meeting around 5pm but were soon on their way out of the villa.

The Steering Committee had met with the government delegation on Wednesday where the two parties agreed to reconvene on Friday to get brief from the three subcommittees set up to look into various demands.

The committee was constituted by the government to come up with palliatives that would cushion the effect of fuel subsidy removal on workers.

But the meeting could not proceed because according to some members of the Steering Committee, there was no quorum.

The labour union accused the federal government of using the meetings as a pretext to deceive Nigerians.

A source at the meeting confirmed that three subcommittees, the Mass Transit, the Compressed Natural Gas (CNG) and Cash transfer subcommittees, were supposed to be present to brief the Steering Committee on the measures put in place to cushion the effect of the fuel subsidy removal on the workers.

But labour claimed that government officials, who are members the subcommittees were nowhere to be found.

A member of the Steering Committee from labour who spoke on the condition of anonymity, said “They are not prepared for the meeting. That’s the truth,” adding that “the government representatives had insisted that the meeting should proceed even though no quorum was formed.”

He said, “They are using cover to deceive Nigerians. There are supposed to be three subcommittees – mass transit subcommittee, the CNG and the cash transfer, to brief us, the steering committee but government was not prepared for the meeting.

“In their introductory remarks, they made excuses and they wanted the meeting to continue, the meeting did not form a quorum. We are a people that operate on the basis of process. So, if there’s no quorum in a meeting what do you do? You will adjourn for lack of quorum.

“There was nobody to meet with. The Chief of Staff was not there, they are taking us like small children.”

It was, however, gathered that the Chief of Staff, Femi Gbajabiamila, had earlier waited for the labour delegation with other members of the team at his Conference Hall.

He later stepped out to attend to other official matters within the Villa while other members of the government team were waiting for the organised labour to arrive.

The representatives of the organised labour from the NLC and the Trade Union Congress (TUC) were said to have been delayed at the State House entrance gate otherwise known as Mopol gate for clearance.

Information has it that the names of the labour delegation were not sent to the gate for clearance which led to their delay for the meeting.

One of the leaders of the labour delegation had told journalists, “We were detained at the gate.”

When journalists sort to hear from government officials at the villa, they declined comment.

Yesterday’s botched meeting would have been the fourth in the series of meetings between government officials and labour would have held since the implementation of the petroleum subsidy removal.

The organised labour has already scheduled a nationwide protest for August 2 to press home their demands over the petroleum subsidy removal.

The last meeting of the steering committee held last Wednesday but government representatives were unable to convince the labour leaders to shelve their plan for the action.

Speaking to reporters after the meeting on Wednesday, the NLC President had said: “We are going ahead with the protest because we have to be emphatic on what we put in our communique, to say we’re commencing protests from the 2nd.”

On his part, the TUC President, Festus Osifo, said that both sides listened to the presentations from the Steering Committee secretariat and Labour made its input into it.

“Some of the things they presented we did not agree with them. So, in the areas we did not agree, we also made our impute known because when you come to such meeting, it is for government or its representatives to do a presentation.

“But it’s left for us to either agree or disagree. So, during the meeting, we gave them sufficient feedback. And they also agreed to go and look at those feedbacks and get back to us on Friday,” Osifo stated.

However, the Special Adviser to the President on Energy, Ms. Olu Verheijen, who also spoke on the government’s side on Wednesday, had said progress had been made in the discussion.

She explained: “We’ve agreed to continue to make progress. It was a very productive meeting. The focus was really around how we fast-track a lot of the interventions that will bring relief, particularly around CNG, mass transportation, cleaner energy transportation, and to reduce the impact of the increased cost of transportation.

“So, we’ve made good progress. And we’re going to continue to do so, so that we can start rolling out these opportunities and relief measures as quickly as possible.”

On why government is dragging its feet in rolling out palliatives, she said: “We have to get it right. It’s important that we do this well, and we keep our promises. So, it’s important that whatever is announced actually gets done because we don’t want to make big announcements and continue to lose people’s trust.

“It’s important that we build trust, and that most of the announcements and plans that we roll out are credible and impactful.

“President Bola Ahmed Tinubu is working assiduously to address all of these issues. And as quickly as he can. He’s very empathetic; he is concerned about it, as you’ve seen all of us working round the clock here to make sure that we are able to announce these measures as quickly as possible. It’s a whole package of issues that we’re rolling out as quickly as possible,” the presidential aide had assured.

Buhari Expresses Concern Over Niger Coup, Fate Of Bazoum

Former President Muhammadu Buhari has expressed concern over the Republic of Niger and President Mohammed Bazoum and his family following the military coup in the country.

Buhari, in a statement on Friday by his media aide, Malam Garba Shehu, expressed hope that the “unwanted situation” would be reversed and the safety and wellbeing of President Bazoum and his family ensured.

He said it was heartening to note that the ECOWAS, under the leadership of President Bola Ahmed Tinubu, was already dealing effectively with the matter.

He said: “As to be expected, I, just like millions of other Nigerians, am shocked by the latest turn of events in Niger Republic, our neighbour to the North.

“Concerns have been raised about the fate of democracy as a system of government in the country and in the wider subregion, and equally so, about the safety of President Mohammed Bazoum and his family.

“I and my family are as much concerned about these as is everyone else.

“It is heartening to note that the ECOWAS, under the leadership of President Bola Ahmed Tinubu is already dealing effectively with the matter and our hope and prayers are that the unwanted situation will be completely reversed and the safety and wellbeing of President Bazoum and his family are ensured,” the former President said.

ENUGU: Outrage In PDP As Mbah Submits 15 Commissioner Designate To ENHA, Major Political Players Missing On The List

Some stakeholders of the ruling Peoples Democratic Party, PDP, in Enugu state have criticised the appointments made so far by the State Governor, Peter Mbah, describing it as ‘lopsided’.

Daily Gazette reports that Governor Mbah on Friday transmitted list of 15 Commissioner Designates to the hallowed chamber of the Enugu state House of Assembly for ratification.

Reacting to this development, a PDP stalwart who spoke to Daily Gazette on the condition of anonymity, said they were disappointed that non of the people who suffered for the party before, during and after the election were remembered or compensated.

“He only appoints his friends and sometimes residents of other states leaving those that suffered for him behind. This is not what we bargained and never what we expected”.

“government in power must make sure that appointments are evenly distributed so that the government is not accused of bias.”

He said that people are crying that Mbah’s government is skewed to favour some people he believes are his friends.

“As far as I am concerned, if appointments don’t capture all the ethnic nationalities in the state, there is bound to be crisis, whether the government is PDP, APC Labour Party or even APGA. How can you have peace when there is no sense of belonging?”

“When you make state appointments to surround your local government, your village, your chiefdom, then, this is lopsided. It can be so described,” he concluded.
