Niger Republic: This Coup Must Not Stand

President Bola Ahmed Tinubu will today, Sunday, host a special meeting of the Economic Community of West African States (ECOWAS) leaders to deliberate on the coup d’etat in Niger Republic. The meeting couldn’t have come at a more auspicious time.

Our next door neighbour, Niger Republic, woke up last Wednesday to a constitutional crisis as mutinous soldiers of the country’s Presidential Guard held its democratically elected President, Mohamed Bazoum hostage, after sealing off access to his residence and office in the capital, Niamey.

By Wednesday night, the soldiers sounded a familiar tone. “We, the defence and security forces have decided to put an end to the regime of President Bazoum”, due to “the continued deterioration of the security situation, poor economic and social governance”, said their spokesman Colonel-Major Amadou Abdramane, in a televised address.

He then suspended all state institutions, closed air and land borders, and asked “all external partners” not to interfere.

The Nigerien Army, initially reluctant, soon joined the uprising in order to “preserve the physical integrity” of the president and his family and avoid “a deadly confrontation that could create a bloodbath and affect the security of the population”, according to the Army Chief of Staff. By Friday, coup mastermind and head of the Presidential Guard, Gen Abdourahmane Tchiani, publicly declared himself the new leader of Niger.

Although he has not been heard again since then, President Bazoum had in a social media post on Thursday morning vowed to protect the “hard-won” democratic gains of his country. His Foreign Minister, Hassoumi Massoudou also issued a rallying cry on Twitter, calling “all democrats and patriots” to make the coup fail.

There are concerns particularly about the increasing reversal of democracy in francophone West Africa. Since 2020, rogue soldiers have overthrown democratic governments in Mali (August 2020 and May 2021), Guinea (September 2021), and Burkina Faso (January and September 2022). And now, another military usurpation of democracy in Niger. In 2021 alone, there were six coup attempts on the continent, four of them successful, a worrying trend that leaders both in Africa and beyond have decried.

For some of these recent successful coups, however, the military’s resurgence in government had been in part fueled by the unfortunate attempts by democratically elected leaders to extend their constitutional tenures, and thus giving the soldiers reason, however unjustifiable, to oust them. Niger’s case is different. President Bazoum had only been inaugurated in April 2021, following the December 2020 and February 2021 presidential elections in the country. The fact that Bazoum was not trying to perpetuate himself in power, having not even completed his first term, makes last week’s coup even more brazen, and therefore, completely unacceptable under any guise.

Moreover, we are compelled to observe some correlation between being Francophone and autocratic government among African countries, since democratization and multiparty systems became the norm in the late 1990s. We note, for example, that in Africa, countries where autocrats of old have remained in power to date, where leaders have successfully changed constitutional term limits, and where the presidency had passed from father to son are predominantly, if not exclusively, Francophone.

This is in sharp contrast to Anglophone countries like Nigeria, Kenya, Ghana, Liberia, etc, where constitutional rule has tended to become entrenched, even if they may not have delivered better dividends of democracy than elsewhere. Of course, Uganda and The Gambia present contrasting examples, but the correlation is particularly important because we wonder why the President of a Francophone African country, who not long ago publicly said that he would like to steer his country away from the apron strings of France, would suddenly find themselves deposed in a military coup for virtually no reason whatsoever.

We commend, the federal government which, in a significant diplomatic move, dispatched a high-powered delegation to Niamey, comprising the immediate former Governor of Katsina State, Aminu Masari, Director General of National Intelligence Agency (NIA), Ambassador Ahmed Rufai Abubakar and Chief of the Air Staff, Air Vice Marshal Hassan Abubakar, to engage with the coup leaders to facilitate dialogue and seek a peaceful resolution.

We also commend the UN, the EU and AU, as well as world leaders who have condemned the coup and spoken words of support for Bazoum and democracy. Notably also, President Bola Ahmed Tinubu, as the chairman of Authority of Heads of States and Governments of the Economic Community of West African States (ECOWAS), has issued a stern warning that the sub-region would not tolerate anti-democratic forces in Niamey.

The usual verbal platitudes would not do, however. This is why today’s ECOWAS emergency summit is imperative. The regional body must unite and push against this brazen assault on the region’s sensibilities. Nigeria should take this threat to democracy on its neighbour as a reprehensible affront that most not stand.

As we did in Sao Tome and Principe in 2003, and The Gambia more recently, Nigeria must marshal and deploy all regional, continental and global measures to restore democracy to Niger Republic and return President Bazoum to power. Nigeria must reject the resurgence of military rule in Africa completely, particularly one that is right next door.

‘Why We Can’t Stop Eating Ponmo’

Ponmo – cow skin, is usually made into a delicacy/snack that many Nigerians say they cannot do without. Its soft and delicious texture has also made it a must have in many Nigerian dishes like Egusi, Efo riro, ogbono and so on, while the peppered ponmo snack is often enjoyed with drinks.

Ponmo is obtained from cowhide and although it has little to no nutritional value, many people still prefer it to fish or meat.

Ponmo serves other purposes, especially production of leather. In South Africa, the Nguni people use it for shields.

However, the high consumption of ponmo among Nigerians is why it is first considered food before any other thing.

Madam Regina, a local food seller in Ogba area of Lagos, narrated how her customers will always request for ponmo compared to how much they request for fish, because it is cheaper.

“The reason bi say e no too cost. People wey hold N200 or N300 no fit buy meat, but dey go use N50, N100 buy ponmo (The reason is that it is cheaper. People with N200 or N300 can’t afford to buy meat, so they go for ponmo which they can get for N50 or N100)”.

A carpenter, Mr Olu Teslim, said he prefers ponmo because it is affordable and ‘closer to meat’.

“Ponmo is closer to you taking meat and it is more affordable than meat. The quantity is more than meat, the size is also bigger compared to meat,” said Mr Olu.

Another customer, Mr Olabode Moses, says he likes ponmo because it’s bigger than beef.

“Ponmo big pass meat because e get body. If to say I get money now, I go still buy ponmo because ponmo good for body (Ponmo is bigger than beef. If I have money, I would add another ponmo because it is good for the body),” he said while biting a portion of the ponmo which sits on his bowl of rice.

A female canteen owner, Mrs Nkechi Eze, said though ponmo is loved by a lot of Nigerians, it is important to consume it in moderation and to be aware of the potential health risks associated with its consumption.

“Ponmo is often processed using chemicals such as formalin, which is used to preserve the meat and prevent spoilage. Formalin is a known carcinogen and can be harmful to human health if consumed in large quantities. Finally, there is also a risk of bacterial contamination when consuming ponmo, as it is often handled and prepared in unsanitary conditions,” she said.

School teacher, Isaiah Caroline, who resides in Iju-Ishaga area of Lagos State, said it is a preferred option to cook meals in these ‘trying times’ when the prices of goods have skyrocketed a great deal.

She said, “I eat Ponmo a lot. It is very tasty and cheaper. To prepare a pot of soup, one will need beef worth at least N3,000, added to the cost of other ingredients. But with N1,000 worth of Ponmo, in addition to other ingredients, a decent pot of soup can be prepared for a family. Times are hard now and people are trying to adjust.

“Though they say Ponmo is harmful. I parboil and discard the water used to parboil it before making my meals with it. That is a safer method of consumption.”

Badagry-based entrepreneur James Segbenu stated that since he discovered the harmful process through which Ponmo is made, he had stopped consuming it.

“I don’t like it. It smells bad and it is also harmful to the body. If I have to eat it, I’d opt for the White Ponmo.

“I heard it’s processed using used tyres and fuel, which, in my opinion, is harmful to the environment and to one’s health too,” he said.

Though he admitted to eating Ponmo occasionally when he eats outside his home, businessman Obinna Ohanuba stated, however, that he never buys Ponmo to add to his meals.

He said, “When it is added to the food I buy in the market, I eat it. But I never buy it to cook at home.

“The odour is offensive and I heard that some of them are preserved with chemicals. Some even soak it for one week without bothering to change the water. You can imagine the odour. Some would get spoiled and they would still be mixed with the ones that are good.”

LASU undergraduate Franklin Okoro said he stopped consuming Ponmo a long time ago because he learnt it has no nutritional value.

“For something that smells so badly, no nutritional value and the process of making it is harmful, I do not eat Ponmo. I stopped eating it a long time ago,” he said.

Fashion designer Kemi Adeyi explained that though Ponmo is frequently consumed in her house, her family only consumes the White Ponmo.

She said, “We eat Ponmo in my house, but the White one. My mum stopped buying the Brown Ponmo a long time ago. The ones from female cows are the hard ones, compared to the soft ones from the male cow. But if it is soaked well, it gets soft enough for consumption.”

While there has not been a significant drop in the sales of the delicacy, there is now higher demand for the ‘White Ponmo’ as it is presumed safer for consumption.

Ex-Governors Move To Replace Ayu As Atiku Meets Allies In Abuja

As efforts to install a successor of the removed national chairman of the Peoples Democratic Party (PDP), Iyorchia Ayu, gather momentum, some former governors within the party are pushing for one of them to take up the mantle of leadership of the party.

It was gathered that the ex-governors met with former Vice President Atiku Abubakar in Abuja yesterday.

The meeting was held at the residence of a chieftain of the PDP, Chief Tom Ikimi, in Maitama, Abuja.

The former governors who attended the meeting were Babangida Aliyu (Niger State), Aminu Waziri Tambuwal (Sokoto) and Ibrahim Shekarau (Kano).

Also at the meeting with the presidential candidate of the party for the 2023 general elections were seven serving governors of the party.

They were Ahmadu Fintiri of Atiku’s home state of Adamawa, Bala Mohammed (Bauchi), Sheriff Oborevwori (Delta), Godwin Obaseki (Edo), Ademola Adeleke (Osun), Caleb Mutfwang (Plateau) and Lawal Dauda (Zamfara).

Also present at the close-door meeting, which lasted for over two hours, were the suspended chairman of the party, Ayu and Atiku’s running mate in the last presidential election, Ifeanyi Okowa, who is the immediate past governor of Delta State.

The meeting was called to discuss how to make one of ex-governors succeed Ayu.

Ayu was suspended by his ward in Benue State for alleged anti-party activities, non-payment of dues and other sundry offences. Efforts by the Benue-born politician and his supporters to regain his seat have not been successful.

A source said the meeting was made up of mainly loyalists of the former vice president, adding, “That is why none of the National Working Committee (NWC) member was invited.

“They want to put one of their own as the national chairman of the party. They don’t want a situation where someone like the former Rivers State governor, Nyesom Wike and his loyalists will take over the party.

“He (Wike) wants to be a minister and also controls the PDP, if that happens, the party is finished,” the source said.

Efforts to get the reaction of the national publicity secretary of the party, Debo Ologunagba, were not successful as he neither answered phone calls nor replied a WhatsApp message sent to him by our reporter.

It would be recalled that in March this year, the executive committee of Igyorov ward in Benue State suspended Ayu as a member of the party for alleged anti party activities.

Following a suit instituted by a member of the party in Benue, Terhide Utaan, Justice W. I Kpochi of the Benue State High Court had in March issued an interim injunction restraining Ayu from parading himself as the national chairman of the party.

Before the February 25 presidential election, the G5-governors led by a former Rivers State Governor Nyesom Wike had asked Ayu to resign his position as national chairman following Atiku’s emergence as the PDP’s presidential candidate.

The party later appointed its deputy national chairman (North), Umar Damagun, as its acting chairman.

The G5-governors had argued that the North could not hold produce the party’s national chairman and the president candidate.

The G5-governors were Wike, Okezie Ikpeazu, (Abia) Ifeanyi Ugwuanyi (Enugu), Seyi Makinde (Oyo) and Samuel Ortom (Benue).

Enugu Broadcaster Kicks Over Gov. Mbah’s Commissioner List, Allege Exclusion Of Some LGAs In His Government

An Enugu based renowned broadcaster, Hon. Sebastian Okafor(Nwogwugwu Ọgwụ of Family love Fm) has kicked against what he called ‘diagonal exclusion of Awgu Local Government Area from crucial appointments made so far by the Enugu state governor, Mr. Peter Mba alleging that it was dominated by loyalists of former governor of the state, Sullivan Chime and boys from the camp of Senator Ike Ekweremmadu.

Governor Peter Mbah of Enugu state had on Friday transmitted 15 Commissioner Designates to the state’s house of Assembly for ratification.

Dissatisfied with this development, Mr. Sebastian Okafor said “a state appointment of this nature must be all inclusive; especially for technocrats who suffered and sacrificed a lot during the election ”

The media practitioner said even some PDP loyalists are miffed by their non-inclusion in the appointment made so far.

He wondered why a whole local government could be entirely excluded from the scheme of things in the state and advised Peter Mbah not to toe the path.

Mr. Okafor insisted that “the development has sparked condemnation amongst members of the public as well as some PDP members especially political actors.

“I consider that act as a hallmark of dishonour. Out of about 43 appointments made so far by Governor Peter Mbah, only one is from Awgu who happens to be the chairman of the Joint Accounts Allocation Committee (JAAC)”.

“It is an unfair treatment to the good people of Awgu because we gave our all for his electoral success”

“No local Government is more important than the other but with what we are seeing, it appears some Local Governments who couldn’t deliver during the election are more important than those who delivered”

A critical analysis made by Daily Gazette shows that Awgu  LGA, Enugu East, Igbo-eze South, Enugu North and Uzouwani were not captured in the commissioner nominees sent to the state assembly for confirmation.

Tackle Herdsmen Menace In Enugu Communities, Stop Deploying Policemen To Kill Traders – Intersociety Slams Gov Mbah Over Sit-at-home Crises

The International Society for Civil Liberties and Rule of Law (Intersociety) has condemned the killing of traders in Ogbete Main Market in Enugu who were protesting against the government sealing of their shops for not coming to market on Monday over the sit-at-home order.

Intersociety in a statement while reacting to the violence unleashed on traders on Wednesday, called on Governor Mbah to quickly retrace its steps before it was too late, to avoid plunging the state into another Imo killing field, and wittingly or unwittingly supervise wanton destruction of the “Garden-Capital City of the East”.

In the statement signed by its principal officers – Emeka Umeagbalasi, Obianuju Igboeli Esq, Chinwe Umeche Esq, and Ositadinma Agu, the Intersociety queried what the Enugu State government had done about the “Jihadist Fulani Herdsmen and the MACABAN’s Fulani Vigilante Group terrorising over 22 Enugu communities.”

The organisation described the Executive ‘criminalisation’ of the “Monday-Sit-At-Home” by ways of “tyrannical orders or military and police siege or threats of force or use of same including sealing off markets and use of deadly force against stick and placard-carrying victim-population are nothing short of Executive recklessness and abuse of office.

“They are also clear acts of criminalization of security and other safe conditions or de-criminalization of insecurity and other unsafe conditions. Such Executive conducts are also unconstitutional, illegal, extra-legal, extra jus, and impeachable,” they insisted.

The leadership of Intersociety stated that Enugu State Government must as a matter of uttermost urgency and inexcusability unseal and reopen all markets and other businesses it tyrannically shut down and refrain from such dastardly acts of Executive recklessness and brigandage. “The lawful act of doing business in Enugu or any part thereof must not be allowed to be criminalized and made vulnerable to state and non-state dark forces of destruction.”

It told Governor Mbah that if he is truly concerned, then his Government must critically address the fundamental causes and the triggers of the “Monday-Sit-At-Home” which it said include the continued detention without trial of Nnamdi Kanu and sources of the political support and weaponisation by those behind proclamation and enforcement of the “Monday-Sit-At-Home” including whether they are linked or not linked to Nigeria’s national or sub-national Government(s) or their top functionaries.

“It must again be pointed out that going by the clear provisions of the 1999 Constitution and the Treaty Rights and Humanitarian Laws, ‘Sit-At-Home’ is not a criminal offence, and exercise of same has never constituted criminal offence known to written law with prescribed penalties in the country.”

“Criminalising ‘Sit-At-Home’ is like criminalizing Rights to Freedom of Worship and Ethnicity guaranteed by the same Section 38 of the Constitution; likewise Section 37 which guarantees citizens’ right to Family and Privacy. By Section 1 (3) of the 1999 Constitution, “if any other law is inconsistent with the provisions of the Constitution, the Constitution shall prevail and that other law shall to the extent of its inconsistency be void.”

Sit-at-home though could be economically damaging in the context of “Monday-Sit-At-Home.”

It, however, does not constitute criminal offense(s), Intersociety insisted, citing Section 36 (8) and (12) of the Constitution of Nigeria 1999 as amended which specifically forbids any form of executive criminalisation and punishment of any citizen over act or conduct that does not constitute an offense with prescribed penalties in a written law as at the time such act or conduct was carried out.

“So, the conducts of the present Governor and Government of Enugu State are also nothing short of false gallantry and state extremism. It is therefore correct to say that the combined negative effects of abuse of office, pride, and arrogance are at work as well as mis-prioritisation and misapplication of governance policy directions.”

According to the group, Governor Mbah’s radical approaches to “Monday-Sit-At-Home” and their unfolding social consequences would have been avoided and the issue handled with extreme care and caution.

The statement partly read, “One of the frontal ways of handling and ending the “Monday-Sit-At-Home” is a political solution including releasing Nnamdi Kanu on parole and putting an end to age-long ‘structural, physical and cultural violence policy’ against the people of Eastern Nigeria such as political exclusion and reversal of the former President Buhari’s Government ‘operational death code’ against defenseless citizens of the Region.

“Additionally, what is the guarantee that the drafted security agencies especially the military, police, and DSS (Department of State Services) are not “enemy security forces” hiding under the enforcement of “Monday-Sit-At-Home” to massacre defenseless citizens at sight and falsely label them “IPOB/ESN Sit-At-Home Enforcers”? What are the ethnic and religious compositions of the deployed police and military personnel in the South-East including Enugu State?

“What is the position or policy direction of the Governor and Government of Enugu State regarding the unchecked activities of the Jihadist Fulani Herdsmen and the MACABAN’s Fulani Vigilante Group terrorising over 22 Enugu communities? What are the operational approaches or attitudes of the deployed police, military, and DSS operatives and their chiefs toward Jihadist Fulani Herdsmen in Enugu State?

“It is therefore unfortunate and deeply regrettable that instead of the present Governor and Government of Enugu State marshaling out or pursuing their development plans by cutting them into the likes of the UNDP’s 1992 ‘Human Security and its Seven Dimensions (health security, food security, economic security, environmental security, personal security, community security, and physical security), they are busy beating about the bush by “criminalising security” and “de-criminalising insecurity” to over-bloat the State Governor’s monthly security votes and have them wastefully spent without statutory accountability in line with the international best practices.

“It is historically unheard of in democratic settings that an elected State Governor uses State coercive instruments to clampdown on defenseless citizens and their immovable and moveable properties including hard-earned goods and services simply because they conscientiously resolved to stay off their businesses in solidarity with Nnamdi Kanu’s continued detention without proper or expeditious trial or compelled to do so to avoid being killed by the strongly suspected Government-linked armed group(s) or hateful and crude security agencies.”

Ganduje Will Serve Only In Acting Capacity Pending Convention – APC Elders Insist

Elders of the ruling All Progressives Congress APC from the North Central have declared their support for the nomination of the immediate-past Governor of Kano state, Dr Abdullahi Ganduje as National Chairman of the party, but with a caveat that he would only serve in an acting capacity pending the conduct of a national convention.

Led by a former Military Governor of Plateau and Katsina states and Principal Staff Officer to the General Sani Abacha, Major General Lawrence Onoja, the elders said it is the convention that will determine any readjustment in the party’s zoning formula.

Apart from Gen. Onoja, other elders at the event were a former presidential aspirant, Mrs Cesnabmihilo Dorothy Nuhu-Aken’Ova; Deputy Chairman of the APC in the Federal Capital Territory FCT, Hon. Musa Mwanti Bwari; Member, APC Presidential Campaign Council 2023 from Plateau, Hon Ishaya R. Pam; Dr. Mathias Terwase Byuan; Alhaji Salihi Bala; Dr Joseph Azi; Alhaji Mohammed Isah Lapai; Alhaji Umar Sanda; Engr. Alkali Baba; Hon. Danjuma Ali Muhammad and Madam Jummai L. Johnson.

Others were former lawmakers, Hon. Bernard Ochepa (Benue); Hon Abdullahi Sadiq (Kogi); Hon. Linus Ogba (Kogi); Hon Suleimon Olola (Kwara); Hon. Dr. Kolo Gene (Kwara); Hon. Zacharia A. Dikko (Niger State); Hon. Tanko Yusuf. J.B (Niger); and, Hon. Abdullahi M. Kani (Nasarawa).

Addressing the forum, Gen. Onoja said the Progressive Governors’ Forum under the chairmanship of Governor Hope Uzodinma of Imo state had recently decided to act swiftly in endorsing a candidate so as to avoid any leadership gap in the party.

“They did that also in their wisdom, and in line with the approval of the leader of our party, President Bola Tinubu, on the candidate of choice. That candidate is none other than the former Governor of Kano state, Dr Abdullahi Ganduje. They have weighed his leadership capacity, commitment and experience to lead the party well before taking that decision.

“It is not surprising therefore that since the progressive governor’s forum endorsed and announced Ganduje’s candidature, many political interest groups have similarly endorsed him to lead the party in an acting capacity.

“We as representatives of elders of the party from North Central Zone are here today in continuation of the series of endorsements of Abdullahi Ganduje. We represent different elder’s groups of the party in the zone.

“Of the series of endorsements, ours is one of the most significant because we are from the same geo political zone with the former National Chairman Abdullahi Adamu who resigned recently. We are concerned with merit, quality and continuity in leadership for our party, We are in no doubt Ganduje will play that chairmanship role very effectively in an acting capacity.

“For these reasons, we hereby collectively endorse him to chair our great party to continue from where Abdullahi Adamu stopped in steering the ship of the party until substantive leadership positions are filled at the next convention in line with the party’s constitution”, he added.

Police Confirms Release Of Anambra Native Doctor, Akwa Okuko Tiwaraki

The kidnapped famous Anambra native doctor, Chidozie Nwangwu popularly called “Akwa Okuko Tiwaraki”, has been released.

The Anambra State Police spokesman, DSP Tochukwu Ikenga, confirmed his release on Saturday

Ikenga said that the popular native doctor was released by his abductors in the early hours of Saturday.

Akwa Okuko Tiwaraki was kidnapped around 11:30pm on Sunday, July 23 at his Triple P Hotel in Oba, Idemili North Local Government Area of the state.

Ikenga, who did not disclose the amount his abductors collected said the abductors reached out to the native doctor’s colleagues and some money was paid to them before he was freed.

He said, “I have the information that his abductors have contacted friends and relatives and demanded some millions.

“I also have information that his abductors are demanding some specific amount which I have not gotten the accurate figure.

“According to speculation, they said it’s between N200 million and N300million. We are making efforts to get in touch with him and also get accurate information surrounding his abduction.

“Yes, he has been released this morning. We are waiting to debrief him, with a view to getting his experience and clue of who the abductors are, so that we can go after them.”

It was also gathered that friends and well-wishers are currently gathering in his palatial mansion to welcome him.

A source said, “He was released very early this morning. He is currently celebrating with his friends and well-wishers in his house in Oba, Idemili South Local Government Area”

“His friends rallied round and raised the money for the abductors, but they demanded an additional N50 million, which was also delivered to them before he was released.”

Putin Reveals Names Of African Countries That Signed Military Deals With Russia

Russia has signed agreements for military cooperation with over 40 African countries, Russian President Vladimir Putin announced on Friday in St Petersburg.

“For the purposes of bolstering the defence capability of the continent’s countries, we are developing partnerships in the military and military-technical spheres,” Putin said during the second and final day of the second Russia-Africa Summit.

“Russia has signed agreements on military-technical cooperation with more than 40 African states, to which we supply a broad range of armaments and hardware.”

Putin stated that African states received a wide range of weapons and technology, some for free “with the aim of enhancing the security and sovereignty of the countries.”

Representatives from African countries have been invited to actively participate in Russian-organized military forums dealing with the technical aspects of the weapons and also manoeuvres to become familiar with the equipment and its use.

Putin reiterated that Russia would continue to be a reliable supplier of grain to the continent’s countries.

The pledge came after Russia ended a deal that allowed Ukrainian grain to be exported through the Black Sea. Ukraine is a major supplier of grain to Africa.

The chairman of the African Union said in his closing address at the summit that Putin’s proposals to provide grain were insufficient.

“Yes, this is important, but it may not be quite enough. We need to achieve a ceasefire,” Azali Assoumani said.

“President Putin has shown us that he is ready to engage in dialogue and find a solution,” he added. “Now we need to convince the other side.”

The British Ministry of Defence (MoD) has warned that African countries will experience prolonged consequences after Russia suspended the Ukrainian grain deal.

“The impact of the war in Ukraine will almost certainly compound food insecurity in Africa for at least the next two years,” the ministry said in its daily update on Twitter on Friday.

The expired agreement previously enabled the transportation of 30 million tons of Ukrainian grain to other countries via the Black Sea.

Russia’s “blockade of Ukraine” has disrupted deliveries of essential food supplies to countries such as Ethiopia, Kenya, Somalia and Sudan, also leading to rising grain prices, the MoD statement read.

On Friday, the Russian president promised to provide Zimbabwe, Mali, Burkina Faso, Somalia, Eritrea and the Central African Republic with 25,000 to 50,000 tons of grain for free in the next three to four months.

Russia is also aiming to expand its presence in Africa by opening new consulates and embassies and increasing staff in existing diplomatic representations.

The nation has a surplus of available personnel after around 600 Russian representatives were forced to leave Western countries amid tensions, partly due to EU states’ suspicions of espionage.

After appeals for peace in Ukraine at the summit, Putin reiterated his willingness to negotiate over Ukraine.

“We have said several times, I have officially communicated, that we are ready for these negotiations,” he said.

However, Russia had no way of forcing either side into such talks, Putin asserted.

Ukrainian presidential adviser Mykhailo Podolyak criticised what he called the Russians’ “traditional negotiating whine.”

He said it “makes no sense” for the Ukraine currently to negotiate with Russia.

“If Moscow wants to negotiate, the path is clear. 1. Get out of Ukraine. 2. Change the political elite. 3. Admit war crimes. 4. Extradite the authors of the war to the tribunal,” Podolyak tweeted.

The West accuses Putin of not being seriously interested in negotiations, after he repeatedly denied Ukraine’s right to exist as a free, sovereign state in the past.

The United States, Germany and other NATO members have repeatedly called on Russia to withdraw troops from Ukraine as a precondition for negotiations. Moscow has rejected this.

Western countries criticized the Russia-Africa Summit as a “PR show” and as an attempt by Putin to make African countries even more dependent on Russia.

During the meetings with the African heads of state and government at the conference, Putin sought to demonstrate that he is not internationally isolated.

According to the Kremlin, 49 out of 54 countries on the continent are represented, with only 17 being heads of state or government, fewer than during the inaugural summit in 2019. (NAN)

I Did Not Mean To Insult The Citizens – Akpabio Clears Air Over ‘Let The Poor Breathe’ Video

The President of the Senate, Senator Godswill Akpabio has clarified the reason behind the “let the poor breathe” joke he made at the plenary session on Tuesday, a sarcastic remark that has been greeted with criticisms by Nigerians.

On the floor of the Senate, Akpabio, in his urge to stop the Nigerian Electricity Regulatory Commission (NERC) and distribution companies (DisCos) from hiking tariff jokingly presented the motion moved by Senator Akintunde Abiodun, from Oyo State.

Reacting to the criticisms, the Senate President, in a statement date July 27 and posted on Friday, said he did not mean to insult the citizens, as he was aware of the hardships resulting from the high cost of living.

He said the motive behind his ‘let the poor breathe’ remark “was to firmly reject any plan of increasing electricity tariffs for Nigerians, considering the ongoing economic challenges that Nigerians are faced with.”

The statement added, “We are deeply concerned about the negative tilting of a very harmless statement by President of the Senate, Godswill Akpabio, about his deep concern and that of the Senate on the plight of the ordinary Nigerians as a result of the prevailing economic situation in the country.

“‘Let The People Breathe’ made during the Plenary on 26th July 2023, was made by Senator Akintunde Abiodun while speaking on the motion to halt the planned electricity tariff hike.”

Akpabio assured Nigerians that the upper legislative arm of the country cannot treat crucial matters with trivialities, and affirmed that the lawmakers cannot make a mockery of the challenges confronting the people.

The statement further reads, “We want to assure the general public that all matters discussed during Senate sessions are of utmost importance and are treated with great seriousness by the President of the Senate and his Distinguished colleagues

 

“It is crucial to clarify that the intentions of the mover of the motion and the comments of the President of the Senate were never to make light of the hardships, suffering and economic challenges faced by Nigerians at this critical juncture.

“The purpose of the proposal was to firmly reject any plan of increasing electricity tariffs for Nigerians, considering the ongoing economic challenges that Nigerians are faced with.

“The primary focus of the current National Assembly under the Chairmanship of Senator Akpabio is on the implementation of effective and well-structured policies that truly benefit the people. He has repeatedly assured Nigerians that the current Senate will work for all Nigerians.

“The President of the Senate deeply empathises with Nigerians and has never considered the current economic crisis in the country as a matter of jest. Alleged Fraud: Code Of Conduct Bureau Writes Tinubu’s Ministerial Nominee, Demands Bank Statements, Others

The Code of Conduct Bureau (CCB) has written President Bola Tinubu’s ministerial nominee and a former Executive Director of Nigeria Export-Import Bank (NEXIM), Stella Okotete, demanding her pay slips from 2019 to date.

The CCB in a letter addressed to her, with Ref:CCB/HQ/II&M/007/NB/099, and signed by the Director, Intelligence & Monitoring (II&M) Dr. Gwimi S. P, for the Chairman, said the Bureau was currently investigating a case of alleged breach of Code of Conduct for Public Officers against her office.

Titled: “Investigation activities: request for formation “Alleged breach of Code of Conduct for a public officer,” the Bureau stated that the request was made pursuant to her mandate and powers as enshrined in the 3rd Schedule, Part 1, Paragraph 3(e) to the 1999 Constitution of the Federal Republic of Nigeria as amended; Section 137 (a) and (b) and 138 (a) and (b) Panel Code Laws of the Federation of Nigeria 1990 and section 104 of Evidence Act 2011.

It partly read: “In view of the foregoing, you are requested to furnish the Bureau with the Certified True Copies (CTC) of the following documents:
“Copies of your letters of Appointment, Promotion Letters, Record of Service, and Payslips from 2019 till date. All lists of Loan processed and approved under you
“Acknowledgement slips of all Assets Declaration made to Code of Conduct Bureau since you joined the Public Service.

Nigeria Police Force had on Friday ordered a discreet investigation of former Executive Director of NEXIM, Okotete over falsification of the document.

The investigation order followed a petition by Barrister Aare Oladotun Hassan Esq of Juryman Associate Chambers against Stella Erhuvwuoghene Okotete to the Inspector General of Police, Kayode Egbetokun, over alleged falsification of documents, fraudulent misrepresentation of qualification to hold Central Bank of Nigeria (CBN’s) statutory position, corrupt practice, monumental fraud, and misappropriation.

A police action plan reads
“Re: Case of Criminal Conspiracy, Offence to Wit: Falsification of Documents, Fraudulent Misrepresentation of Qualification to Hold CBN’S Statutory Position, Corrupt Practice, Monumental Fraud and Misappropriation,” the police authorities ordered for discreet investigation of the allegations.
